About the opportunity

The three federal granting agencies, the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council (SSHRC) have embarked on a project to improve their grants management system to better support applicants, administrators and reviewers.

As part of this initiative, we are building a modern, user‑centric Grants Management Solution leveraging Microsoft Power Platform, Dynamics 365, Dataverse, and Azure services.

We are seeking a Development Manager to guide the technical build of the solution and oversee a multidisciplinary team of developers and technical specialists. This role is central to ensuring the delivery of a high‑quality product aligned with business needs.

What you will do

  • Lead and mentor a team of developers working with Microsoft PowerPlatform , Dynamics 365 and supporting Azure components and integrations.
  • Oversee the end‑to‑end development lifecycle, including solution configuration, custom development, integration, and testing.
  • Ensure development work aligns with the technical architecture and design, security standards, and data requirements.
  • Collaborate closely with the Data Architect, Solution Architect, Product Owner, and business stakeholders.
  • Establish and enforce development best practices, coding standards, branching strategies, and DevOps pipelines.
  • Support the design and implementation of integrations with internal and external systems.
  • Participate in sprint planning, backlog refinement, and Agile ceremonies.
  • Troubleshoot complex technical issues and guide the team in resolving defects and performance challenges.
  • Contribute to documentation, knowledge transfer, and capacity building within the project team.

What you need to succeed

Education

  • Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
  • Microsoft certifications in Power Platform, Dynamics 365, or Azure - an asset

Experience

  • Significant experience* leading development teams on enterprise solutions using Microsoft Power Platform and Dynamics 365
  • Experience in configuration and customization applications built-on Microsoft Dataverse, Power Pages and Dynamics 365 modules
  • Experience with custom development using C#, TypeScript and Power Platform extensibility patterns
  • Experience with information systems in support of Government of Canada Grants and Contributions programs - an asset

*Significant experience, as defined for the purposes of this position, refers to the depth and breadth of experience acquired over at least three years.
